STEP Program builds life skills on pathway to stable employment

In the new year, Millionair Club Charity’s Temporary Staffing Solutions is implementing a “STEP Program” that will offer its workers financial incentives and job placement priority as they complete a series of trainings and meet employment and performance milestones.

The Seattle staffing enterprise, which earned $2 million in revenues last year, currently manages a workforce of 800 individuals transitioning from homelessness, initially placing them in daily food service assignments at major league sporting events. Over time, and with access to comprehensive support services, workers become eligible for temp-to-hire and direct placement opportunities with some 1,100 business partners throughout King County.

The STEP program will formalize this pathway to stable employment as workers advance through four levels – Bronze, Silver, Gold and Platinum. At the Bronze level, new workers obtain their Food Handlers permit and are required to develop an achievement plan with an Employment Specialist and have a cell phone (available at no charge from MCC). Those who complete at least 32 hours of work over four weeks move ahead to the Silver level.

At each step, workers complete trainings, meet with a Case Manager and earn new benefits, including financial bonuses and priority for work assignments. Some training modules – Safety, Soft Skills, Job Readiness, and Labor Standards and Basic Budgeting – are required. Optional trainings include workshops that prepare workers for assignments as Event Leads, Moving Assistants or Housekeepers.

MCC is a member of REDF’s social enterprise portfolio and developed the program with guidance from REDF staff, which encouraged MCC to incorporate more training opportunities into its staffing business. REDF’s investment funds three administrative staff positions, including a full-time Case Manager and Employment Specialist, and $25,000 toward the cost of the financial bonuses, matched 1:1 by United Way of King County. As workers complete the Silver, Gold and Platinum levels, they are eligible to earn $100 gift cards.

MCC will track workers’ STEP program progress in a customized Salesforce database which integrates with its Tempworks staffing software. In the weeks leading up to launch of the program, admin staff are receiving Salesforce training and entering existing candidates into the database.
